Electrical, plumbing and mechanical licensing, licensing for building and construction inspectors, home inspectors and roofing registration and commercial roofing endorsement are regulated at the state level.

Prequalification is required before bidding or performing any highway work for the state.

Requirements?

Electrical Contractors:
Applicants must pass a two-section exam (business and law section and trade section) with a minimum score of 75% on each section. 12,000 hours of experience must be documented in order to be eligible to take the exam.
Commercial general liability insurance of $50,000 is also required.

Roofing Contractors:
Roofing Contractors performing commercial roofing contractor work must obtain an endorsement to their registration by passing a two-section exam (business and law section and trade section) with a minimum score of 70% on each section. In addition to providing evidence of compliance with Oklahoma's Workers' Compensation law, applicants must show proof of liability insurance of $500,000 for residential roofing contractor work and $1,000,000 for commercial roofing contractor work.

Nonresident Contractors: Applicants must register with the Oklahoma Tax Commission using Packet N and can be found at https://www.ok.gov/tax/documents/PktN.pdf

a. Complete a Notice of Contract (From BT-175);

b. Provide a Nonresident Contractor Surety Tax Bond (Form BT-163) if the contract is $100,000 or more. The bond must equal 3 times the tax liability to be incurred or 10% of the contract amount;

c. Provide a Notice of Completion Form (BT-176). The Surety may be cancelled upon completion; however, it may not be released by the Tax Commission until 1 year after the mailing of the completion notice;

e. Oklahoma Statute Title 68, Sections 1701 through 1709 also require nonresident contractors to give notices of contract and notices of completion to the Oklahoma Employment Security Commission, The Workers'
Compensation Court and the county assessor.

RECIPROCAL AGREEMENTS
Oklahoma statutes and administrative rules allow for reciprocity agreements in the plumbing, electrical, mechanical (HVAC), and roofing trades when the licensing requirements and scope of work of another state are substantially similar. Oklahoma currently has reciprocity agreements for electrical journeymen licensure with Alaska, Arkansas, Colorado, Idaho, Montana, Nebraska, New Mexico, South Dakota, Texas and Wyoming. Oklahoma is working with other states pursuing reciprocity in all these trades. Reciprocity information is posted on the website. Please contact the agency to confirm current reciprocity agreements.
