Construction Work Regulated?

Commercial , residential, conditioned air, electrical, low voltage, asbestos, underground utility, plumbing and medical gas are regulated through licensure at the state level with the Georgia Construction Industry Licensing Board. Some municipalities and counties may require licensure for other trades. Prequalification requirements exist for prospective bidders who propose to bid on Department of Transportation work.

Effective, December 9, 2010 Georgia Environmental Protection Division CE PD) was designated to administer the lead-based paint renovation, repair and painting (RRP) rule in Georgia. In order to advertise, agree to or perform RFP activities in Georgia, training/certifications must be obtained for the RRP firm and Renovator. Requirements?

Highway Prequalification:
Contractors must submit evidence of 3 years of experience and prime contractors must also provide CPA-audited financial statements. Prequalification is good for a 24 month period. The processing time for applications is approximately 30 days.

Contractors:
The State Licensing Board for Residential and General Contractors has examination and experience requirements for all classifications of licenses issued. Applicants for licensure must pass a 2 part examination covering the license they are attempting to obtain and business and law.

The State Board for Licensing Residential and Commercial Contractors has secured PSI as its test vendor. Applicants started taking the examination in May 2007. Proof of financial responsibility and insurance requirements depend upon the type of licensure for which one is applying. The Board accepts reciprocity with Louisiana and Tennessee for a Commercial License with classification of "Building Construction." You cannot reciprocate a license from a state where you have not tested. The license under which you are seeking reciprocity must be active and in good standing. You must pass the Georgia business and law examination.

Revenue Commission:
A bond equal to 10% of the contract price is required from out-of- state contractors by the State Department of Revenue. The bond is automatically released 2 years after the department receives appropriate notification of completion of the project. See Rule 560-12-2-.43(5). Contracts exceeding $10,000 must be registered with the Georgia State Department of Revenue. The application fee of $10 is required by the department. See Rule 560-12-2-.43(2).

Electricians:
To qualify for a license, applicants must have 4 years of experience and pass a written exam. Contractors must complete at least 4 hours of continuing education per year. Applications for renewal must document completion of education. Licenses expire on June 30th of even numbered years.

Applicants for a low voltage license must have 1 year of low voltage experience and pass an examination . Licenses expire on August 31st of odd numbered years.

Conditioned Air.

Plumbers:
To qualify for a license, applicants for a master license must have 5 years of experience. Journeymen applicants must show 3 years of experience. Both classes must pass an examination. Plumbers must complete at least 4 hours of continuing education per year. Applications for renewal must document completion of education. In order to qualify for a Medical Gas System certification, applicants must hold a current master or journeyman plumbing license and have completed a certification program. Licenses expire on November 30th of even numbered years.

Utility Contractors:
To qualify for a utility contractor license, applicants must have a licensed utility manager employed by the company and have a safety program in effect. To qualify for utility manager certificate, applicants must have 2 years experience and pass a written examination. Utility foreman applicants must have completed an approved safety-training course. Licenses expire on April 30th of odd numbered years.

RECIPROCAL AGREEMENTS
Georgia has reciprocity agreements with Louisiana, South Carolina and Texas for conditioned air; with Alabama, Florida, North Carolina and South Carolina for electrical; and with Florida and North Carolina for low voltage.
