Construction Work Regulated?

The construction, remodeling or alteration of residential or combination residential and commercial structures requires licensing at the state level. Electrician, mechanical and plumbing subcontractors are also required to be licensed at the state level for both residential and commercial canst ruction.

Prequalification is also required for all highway work in the state.

The Permits Division is responsible for issuing boiler, building, electrical, elevator, mechanical, and plumbing permits.

The Licensing and Compliance Division is responsible for processing examination and licensing requests for boiler installers, repairers, and inspectors; manufactured housing communities; electrical apprentice, master, journey, contractors; fire alarm technician and contractors; sign specialists, sign specialty contractors; elevator journey contractors; mechanical contractors; master and journey plumbing contractors; residential builders and maintenance alteration contractors.

The division is also responsible for investigating complaints against boiler, electrical, elevator, mechanical, plumbing, mobile home communities, inspection licensees and activities, residential builders and maintenance alteration contractors.

Requirements?

Residential Builders and Maintenance & Alteration Contractors: An applicant must meet licensing requirements, which include:

a. 60 hours of approved prelicensure education courses;
b. Be at least 18 years of age;
c. Be of good moral character; and
d. Pass the required examination.

*License Renewals will be for a 3 year period starting in 2011.

Highway Prequalification: Contractors intending to bid on state highway contracts are required to file a confidential experience questionnaire and financial statement with the Michigan Department of Transportation. Contracts in excess of $2,000,000 require the contractor to submit a CPA-audited financial statement.

Prequalification ratings are good for 16 months from the end of the contractor's fiscal year-end for contractors with an overall prequalification rating less than $10,000,000. For contractors with an overall prequalification rating of equal or greater than $10,000,000, ratings are good for 28 months from their fiscal year-end.

Highway project limits are based on the firm's financial rating, experience in similar work and availability of appropriate equipment, and reflected in their prequalification rating number. There are no fees for highway prequalification.

Other:
Public works contracts in excess of $100,000 require the contractor to obtain a Certificate of Awardability from the Michigan Department of Civil Rights. Bid bonds are not required. Performance and Lien bonds are required by the prime contractor in the amount of the contract.
