Construction contractors, electrical contractors, journeyman electricians, master plumbers, and plumbing contractors require licensure in the Virgin Islands. The purpose of licensure is to set standards of qualifications, education, training, and experience for persons engaged in construction. Requirements?
Construction Contractors: Applicant must be a resident of the U.S. Virgin Islands for at least 30 days immediately prior to submittal of application. You will need the following:a. A completed and certified application;
b. 3, 2x2 photographs of applicant;
c. 1 letter of favorable character testimony;
d. 2 letters of professional reference from individuals with knowledge of applicants work in the construction field;
e. File with the Board, in such form as the Board requires, proof that he/she carries all insurance required by law, including but not limited to, workmen's compensation and general liability insurance;
f. Favorable tax clearance letter from the Bureau of Internal Revenue;
g. Payment of Required Fees.
All permanent licenses are issued on an annual basis. All persons interested in being a licensed Construction Contractor are required to sit for an examination. The examination is given 3 times per year.
Construction Contractor fees are as follows:

Electrical Contractors: Applicant must be a resident of the U.S. Virgin Islands for at least 30 days immediately prior to submittal of application. You will need the following:
a. A completed and certified application;
b. 3, 2x2 photographs of applicant;
c. 1 letter of favorable character testimony;
d. 2 letters of professional reference from individuals with knowledge of applicants work in the electrical field;
e. At least 5 years experience in trade as a journeyman;
f. College or trade school transcript identifying courses and/or degrees in the electrical field;
g. Verification of registration and/or licensure from another state;
f. Favorable tax clearance letter from the Bureau of Internal Revenue;
g. Payment of Required Fees.
Any person holding a Master Electrician's License issued in the Virgin Islands may, upon application to the Board, be granted an Electrical Contractor's License without the necessity of taking a written examination if he meets all the other requirements:
a. File with the Board, in such form as the Board requires, proof that he/she carries all insurance required by law, including but not limited to, workmen's compensation and general liability insurance;
b. Be able to prove to the Board that he/she is financially responsible;
c. Show that he/she has a regular place of business at a specified address in the Virgin Islands. Address of business should be in a business zone as regulated by law. Business should be kept open during usual business hours;
d. A person serving as such representative under such license shall devote full time to the business for which the license is issued and shall personally sign applications for a certificate of electrical inspection. Journeyman Electricians: Applicant will need the following:
a. A completed and notarized Journeyman application;
b. Applicant shall have been an apprentice or worker in the trade for at least 4 years, training under a licensed Master Electrician or an Electrical Contractor;
c. The Board may elect to allow the applicant to apply no less than 1500 hours of study in an accredited, approved school towards the experience requirement of paragraph 1 above;
d. Applicant must submit a letter from his employer and 3, 2x2 passport size photographs of self;
e. A journeyman card, valid and approved by another municipality or community of the United States of America may be considered by the board or given credit. This card must be kept up to date and not be expired by more than 1 year and not revoked for unprofessional conduct.
** Please note that holders of Master Electrician's Licenses shall not employ more than 1 full or part-time apprentice or journeyman electrician.

e. At least 5 years experience in trade as a journeyman;

g. Verification of registration and/or licensure from another state;
f. Favorable tax clearance letter from the Bureau of Internal Revenue;
g. Payment of Required Fees.
Plumbing Contractor:

Reciprocal Agreements
Currently, the Virgin Islands does not have any reciprocal agreement with any of the other states.
However, because of the current state of emergency due to the 2017 hurricanes, candidates can apply and obtain a license under the following TEMA provision:
First time licenses being applied for by preexisting corporate entities domiciled in the United States, the DLCA will expedite the processing of the business and professional trade licenses by suspending the requirement to wait (before issuing the applicable license) until the registration process with the Lieutenant Governor's of {ice ("LGO")
is completed and the certificate of existence for the foreign entity registration in the Virgin Islands is issued by the LGQ upon submittal to the DLCA of proof of filing and copies of the corporate documents filed with the LGO. DLCA will also allow for expedited temporary reciprocity for those professions and/or trades that are essential for the
recovery projects without sitting for the local examination, so long as the professional or trade license applicant provides 1) evidence of passing the National Exam 2) proof of operating in good standing in another U.S Territory or State, 3) proof of an affiliation with a VI licensed professional or trade licensee in the applicable profession or trade,
4) proof of insurance coverage, and 5) identification and verification of the certified professional/trade supervisors doing the recovery work.
